Montreal may require dogs to be bilingual

If a proposed law in Montreal goes into effect, all dogs in the Canadian city will need to?understand commands in both English and French.

Montreal city councilor Benoit LaDouce, who made the proposal, told CBC Radio that it's necessary to counter the "chaos" resulting from dogs at public parks who understand commands in only one language.

"The current situation in Montreal Dog Park is untenable chaos," LaDouce told CBC Radio. "The various dog commands are incomprehensible to each other."

In an inadvertently hilarious interview with the station, LaDouce (who was deadly serious) says he was inspired to propose the law after a dog began licking his face and did not respond to French commands.

"Our alienation from each other was absolute," LaDouce said.

LaDouce wants all dogs in the city to learn at least 80 to 90 commands in both languages, calling the task "basic stuff." He said each canine should be subjected to a test by a city employee to confirm the animal's bilingual comprehension.

While few question that dogs are capable of intelligent acts?just recently, we learned about some dogs that are being taught to "drive" cars?LaDouce's solution may not even be possible. Trained dogs are only able to learn about 160 words, according to Animal Planet.

And what of the dog owners who are not bilingual? As CBC Radio host Pat Kelly points out, having to learn a second language only to impart a few dozen commands to your pet would be an expensive and time-consuming exercise. For example, only about 20 percent of people in the U.S. are able to hold a conversation in a second language, according to the U.S. Census.

"Expensive or opportunity, which way do you want to look at it?" LaDouce said in response. "Now, suddenly, just by having a dog, I'm opening up to different kinds of knowledge."

He said he hopes to get the law passed and put into effect by summer 2013.

"I'm working on it day and night," he said.

iOS 7 wants: Just put the damn filters in Photos.app already

A while back I joked on Twitter that if Apple put filters and tilt shift into the built-in Photos app, I'd never use Instagram again. A lot of people maintain Instagram isn't about the filters or effects, but the community, but frankly there are already way too many communities for me to keep track of, and I'd just as soon make as many as possible as redundant as possible.

You can say adding filters to Photos.app is skating to where the puck was back when the NHL was still skating, but any time basic functionality is baked into the OS, at a basic level, it reduces complexity. In iOS especially, where you can't alter the default apps, and the built-in iOS camera is available at the swipe of a lock screen icon, and the Camera Roll can post to Twitter directly, and Facebook, and more, that's where I want basic filters and effects to live.

It's Camera Zero. Everything else is an alternative, an extra step, and the more they're a value add and not a must-have, the better.

Look at only some of the current slate of filter (or filter-and-share) apps. From top left: iPhoto, Instagram, Twitter, Facebook Camera, and Flickr. iPhoto's interface is overly involved and complex for people who just want to futz with and share photos, and none of the third party filter-and-share apps do simple interface as well as Apple. And all of them require more steps then if the functionality was included in the core OS.

Apple had video effects, for good or for ill, in the 2009 iPod nano, and Apple included filters in Photo Booth for the iPad, so the core concept isn't without precedent. Android includes filters in the stock Camera app as well.

Basic editing was added to the Photos app with iOS 5, shifting filters and effects there in iOS 7 there makes the kind of sense that does. In fact, Apple could build in live filters and effects, since they have full access to every atom and bit of the machine, something not afforded third party apps.

Once a filter and/or effect is applied, Share sheets would make it a snap to send to not only Twitter and Facebook, but iMessage and Photo Stream, or to set as a wallpaper. It becomes OS-centric rather than app-centric, and anything that gets added to the Share Sheet would get to source photos with filters and effects "for free", in one step.

Online photo ownership is a huge battleground, with entrenched players like Facebook/Instagram, Google+/Picasa, Yahoo/Flickr, and Twitter all trying to make their platforms stickier, and hedge against social migration, by making the things we care about, especially photos, fun and enjoyable on their networks. But they're often dicks about it.

With basic filers and effects built into Photos.app, if Instagram blocks Twitter, if Twitter blocks 3rd-party clients, or if Facebook or Google tries to assert copyright on my photos, I don't have to worry that I'll lose my ability to make some of the best mobile photos on the planet look like polaroids from the 1960s. I'll have iOS 7. I'll be fine.

President Benson talked about the widows and mothers who for various reasons need to work outside the home and support themselves, and said, ?But these instances are the exception, not the rule.? I think still too often even women of the church want think that this means it is perfectly acceptable to have a career. Whereas I don?t think it is necessarily wrong, I still think a woman should be in the home raising and loving her children and ready to be at hand to them.?

To those who have not yet married or had children or who cannot have children:

Sister Sheri Dew has not had the chance to marry nor have children. She is a big example to me of a righteous sister in Zion. Side note, one of my absolute favorite books is by her called, ?No One Can Take Your Place.? Such a good read!! Back to motherhood here are some of her words:

Fiscal cliff talks appear to be stalled

WASHINGTON (AP) ? Despite an intensifying pace, little progress is being reported in talks on averting automatic spending cuts and tax increases that economists fear could send the U.S. economy off a "fiscal cliff."

House Speaker John Boehner and President Barack Obama spoke on the phone Tuesday, a day after the president offered to reduce his initial demand for $1.6 trillion in higher tax revenue over a decade to $1.4 trillion. But Obama continued to insist that much of the revenue come from raising top tax rates on the wealthy.

Boehner countered later Tuesday with another offer that aides to the Ohio Republican said stuck close to a document delivered to the White House a week ago. A top White House aide, Rob Nabors, came to the Capitol to respond.

Leading lawmakers expressed pessimism that a deal was close, despite increasing angst about a Dec. 31 deadline to stop the expiration of Bush-era tax cuts and separate across-the-board spending cuts that are the result of Washington's failure to complete a deficit-reduction deal last year.

"I think it's getting worse, not better," House GOP Whip Kevin McCarthy, R-Calif., said.

The Boehner camp again said it's up to the White House to proffer additional spending cuts to programs like Medicare. The White House countered that Republicans still need to cave on raising tax rates for the rich.

"Where are the president's spending cuts?" Boehner said on the House floor. "The longer the White House slow-walks this process, the closer our economy gets to the fiscal cliff."

In rebuttal, the White House swiftly detailed numerous proposals Obama has made to cut spending, including recommendations to cull $340 billion from Medicare over a decade and an additional $250 billion from other government benefit programs.

Obama remains determined that tax rates rise on family income exceeding $250,000, a move Republicans say would strike many small businesses that are engines of new jobs and file as individuals when paying their taxes.

Two weeks before the year-end holidays, time to find agreement was short, but not prohibitively so.

"I think it's going to be extremely difficult to get it done before Christmas, but it could be done," Senate Majority Leader Harry Reid, D-Nev., said.

Boehner's office took the step ? unusual in secretive talks ? of announcing that Republicans "sent the White House a counteroffer that would achieve tax and entitlement reform to solve our looming debt crisis and create more American jobs."

Democrats have watched with satisfaction in recent days as Republicans struggle with Obama's demands to raise taxes, but Reid privately has told his rank and file they could soon be feeling the same distress if discussions grow serious on cuts to benefit programs.

In an ABC interview, Obama did not reject a Republican call to raise the age of Medicare eligibility from 65 to 67, a proposal many Democrats strongly oppose.

The proposal is "something that's been floated," Obama said, not mentioning that he had tacitly agreed to it in deficit-reduction talks with Boehner more than a year ago that ended in failure.

"When you look at the evidence, it's not clear that it actually saves a lot of money," Obama said. "But what I've said is, let's look at every avenue, because what is true is we need to strengthen Social Security, we need to strengthen Medicare for future generations, the current path is not sustainable because we've got an aging population and health care costs are shooting up so quickly."

Obama's plan would raise $1.6 trillion in revenue in part by raising tax rates on incomes over $200,000 for individuals and $250,000 for couples. He has recommended $400 billion in spending cuts over a decade.

He also is seeking extension of the Social Security payroll tax cut due to expire Jan. 1, a continuation in long-term unemployment benefits and steps to help hard-pressed homeowners and doctors who treat Medicare patients.

The White House summary noted that Obama last year signed legislation to cut more than $1 trillion from government programs over a decade, and was proposing $600 billion in additional savings from benefit programs.

Boehner's plan, in addition to calling for $800 billion in new revenue, envisions $600 billion in savings over a decade from Medicare, Medicaid and other government health programs, as well as $300 billion from other benefit programs and another $300 billion from other domestic programs.

It would trim annual increases in Social Security payments to beneficiaries and gradually raise the eligibility age for Medicare.

Heavy snow keeps Balkans in deep freeze

PODGORICA, Montenegro (AP) ? Blizzards blocked roads, stranded villages, disrupted power supplies and temporarily shut down an airport in the Balkans on Tuesday, the fourth straight day of tough winter weather in the region of southeastern Europe.

In one of the worst-hit areas, snowdrifts and avalanches blocked roads in hilly northern Montenegro, where about a meter (3 feet) of snow fell overnight, officials said.

Across the border in southwestern Serbia, heavy snowfall blocked roads to more than a dozen villages, with some left without electricity and schools being closed for the rest of the week, officials said.

"We have got heavy machinery out and we are doing all we can," said emergency official Samir Bakic. "The wind is making the effort more difficult."

At least nine deaths across the region have been blamed on the snow and deep freeze, with temperatures as low as minus-15 Celsius (5 degrees Fahrenheit).

Elsewhere in Serbia, where snow began to fall Saturday, officials said road crews were still struggling to clear even the central squares of some cities. Authorities banned heavy trucks from Serbia's roads, saying they want to prevent them from skidding and blocking passages.

Predrag Maric, Serbia's top emergency official, apologized Tuesday for failing to clear roads over the weekend, when hundreds of people were stranded in buses and cars.

To the south, in Kosovo, heavy snow blocked villages in the west, toward the border with Albania, where classes in local schools were suspended. Traffic was snarled elsewhere too, authorities in Kosovo said.

The milder climates of Montenegro's capital, Podgorica, and the nation's Adriatic coast usually escape tough winter weather, but snow is blanketing Podgorica, too, and closed its airport for much of the day Tuesday.

In Bosnia, some areas were left without electricity. And in Croatia, doctors warned the elderly and sick to stay indoors as hospitals reported dozens of cases of broken limbs from falls on the ice and snow.

The Berlin Airlift: Survival, Strategy, and Air Transport Capability ...

Thank goodness for all of the various responders who have provided assistance after Sandy.

Supplies and expertise are being brought to areas on the U.S. east coast in response to Sandy?s destruction and disruption.

Among them are Aerobridge: an organization that matches general aviation pilots with donations that need to be delivered.

By November 5, more than 40,000 pounds of supplies had been flown in.

Guatemalan Hurricane Stan Supply Operation

This started me thinking of several things as I last hung my old pilot?s cap back on the wall.

I remembered when I was involved in an airlift. It was much, much smaller than anything like the Berlin airlift, but important to the people involved.

I was living in Guatemala, and one of the far-too-common tropical storms blasted in to cause havoc. This one?s name: Hurricane Stan.

The steep, unstable mountainsides in the highlands of that country don?t handle lots of rain in a short time and melt down onto roads and towns. Not only does this cut off many areas from supplies, but it can bury entire towns as it did on that occasion.

Getting Supplies In

The only way to get supplies to those people is to fill up small aircraft with food, water, medical supplies, and other needed provisions and drop them into whatever landing options are available.

I got to the airport, talked with the other pilots to see what was needed, and took over loading operations.

It?s helpful to have a pilot load an aircraft due to weight and balance issues, so I was given 40 police trainees and told to keep the supplies coming as various medium ? and small aircraft pulled up.

We kept the flow of materials going, and none of the airplanes reported any problems with loads.
My part in this was minimal but provided an opportunity to help and see such an operation in full swing.

In times of need, pilots have, and will continue to, provided much needed assistance. From mercy medical flights to providing supplies, private, commercial, and military pilots are pretty useful.

The Berlin Situation

Early in the morning of June 24, 1948, all of the electricity in Berlin?s Allied sector was cut off and its railroad and road connections stopped.

Joseph Stalin had given the order to put a stranglehold on this portion of Germany. Only three, twenty-mile-wide air corridors were available to link this portion of the city to the world.

Airlift assistance began immediately, and by September of that year, enormous tonnage of provisions reached the city thanks to the efforts of American, British, Canadian, New Zealander, and South African flight crews and their support.

In November, 1948, the Russian military threatened to force down western aircraft if they veered from the corridors but, by March 1949, a total of 45,683 tons of supplies per week were being flown into Berlin.

Early efforts included Dakotas and Avro Yorks flying out of a far-from-ideal airfield named Wunsdorf. It was mostly grass with two concrete runways.

Hundreds of sorties flew out of this base every day. This led to air traffic control issues and strict solutions.

Aircraft departing Runway 09 were required to climb for two minutes at 145 knots and stay below 1,000 feet, turn toward Walsrode, fly toward that town at 3,500 feet at 160 knots, change direction toward Egestorf, then Restorf, then Fronau Beacon.

After contacting Gatow, they were to drop below 2,000 feet before reaching Tegel.

Pushed to the Limits

This kind of strenuous flying, along with fog, fatigue, strains on aircraft and aircrews pushed the operation to its limits.

The Soviets didn?t make things any easier. Documents indicate that Soviet harassment during the airlift included, among other things, 14 incidents of air-to-air fire, 36 incidents of bombing, 54 incidents of flak, 55 incidents of ground fire, 82 incidents of radio interference, and 96 incidents of ?close flying?.

Berliners struggled on through difficult situations with minimal supplies while aircrews worked to help them.

In The Berlin Airlift: The Salvation of a City, Jon Sutherland and Diane Canwell present the many plans and incidents that were a part of the story of successful survival.

Many Germans smuggled supplies through on their own as well. Potsdammerplatz became the center of the black market, supplying almost anything to anyone with money.

With only a few hours of electricity and up to 75% cuts in gas for stoves, they had to cook, eat, and save their food in planned and clever ways.

?One of the most valuable items in a Berlin household was the Thermos flask. Hot drinks could then be enjoyed for several hours, even after the electricity had been turned back off again.?

Pushed to the Limits

The book gives great insights into many aspects of the event. A few are included below.

?The Berlin population had complex food needs. A prime example is what remained of the city?s Jewish population. They needed kosher meat brought in instead of simply tinned meat. Diabetics were not forgotten: they were provided, after three months of pleading, with saccharine. In the run-up to Christmas the authorities spent a good deal of time and effort making sure that every Berlin child would at least get some chocolate to eat over the festive period.?

?Getting around the city was a major problem. There were virtually no private cars, and due to electricity and petrol shortages public transport was rare. Businesses and factories only operated during the four hours in which they were allotted electricity. There was nothing to light the street so people walked home in the dark after work.?

Operations Grew

Avro Yorks, C-47s, C-54s, Sunderland Flying Boats, ships, cars, and many other vehicles participated in the operations.

Not all supplies arrived on runways. For instance, the RAF brought supplies to the port at Hamburg with British vessels meant for such work as air/sea rescue and loaded them onto the Sunderland flying boats. From there, supplies were flown to lakes in West Berlin.

All of the aircraft were doing jobs they, basically, weren?t designed to do, and this took its toll.
They were flying virtually non-stop at maximum loads.

Loads included many items, and some weren?t planned for in the aircraft design. Being packed coal, for instance, meant coal getting into everything and affecting systems. Obviously, it was tough on the crews as well.

Even the runways were cracking up under the heavy loads and had to be repaired.
After 328 days, Russia announced its intention to end the blockade.

The Berlin Airlift: The Salvation of a City points out discrepancies between American and British numbers regarding the total tons of items flown into Berlin, but it appears to have been about 2,000,000 tons of supplies and over 200,000 flights.

Planning, logistics, and a lot of blood and sweat by U.S. and British aircrews and support personnel made possible this help to the many Berliners struggling ingeniously to survive.

If such a need occurs in the future, my guess is that pilots, emergency responders and others will rise to the occasion once again just as organizations like Aerobridge has.

Personal Note

And, on a personal note, I was surprised to run across this little bit of information in the Airlift book: a man named Colonel Henry Dorr was commanding officer at Templehof.

The Berlin Airlift: The Salvation of a City by Pelican Publishing is a useful, new take on the subject. It?s not a quick read, but it?s an interesting one.
